What version of the reports engine works with CRRedist2008_* and Windows Server 2008 R2?

We have an app written in .Net 2.0 that uses CRRedist2008 against Crystal XI SP6 running on Windows Server 2003 Terminal Server.  This works in Windows XP and Windows 7 as well. Our attempts to move this to Windows Server 2008 R2 Terminal Server have failed and we are looking for a strait forward way to get this working.

We purchased upgrades to Crystal Reports 2013 developer and it looks like the app will have to be either recompiled to .Net 4.0 and the report viewer areas completely re-written or we will have to create a COM inter-op solution to a .Net 4.0 dll containing the crystal report viewer forms. (Possible, but far from ideal unless we have no choice.)

Posts in the forums seem to suggest that it is possible to install the Crystal Repost 2008 runtime engine on Windows Server 2008 R2 and that the CRRedist2008 will work against this runtime if we do not use any of the new report features.  (We are still editing the reports in Crystal XI, so I do not think this will be an issue.)

After talking to sales, I discovered that our 2013 upgrade does not cover versions between XI and 2013 so we need to purchase a specific upgrade to use the Crystal Reports 2008 report engine.

So, my question is will the Crystal Reports 2008 report engine (or a newer version) work with CRRedist2008? If not, is there another solution to my situation without having to re-write the application?
