CR reports run in Development not in Production

I have been grasping at straws trying to make this work.  The latest straw I am grasping at is trying different runtime packages.  When I try to install the SP8 32 bit runtime I am asked to find a network resource:

I can not install or uninstall the package.  Here is what shows in my PROGRAMS:
